In the three years since EDPA was enacted, many environmentally sensitive area (ESA) have been preserved. We believe that there’s a reasonable, constructive and responsible way forward for Saanich to continue efforts to protect the local environment.
The members of SAFE recommend the following way forward:
The EDPA bylaw should be kept in place while steps are taken to address improvements. Removing Saanich’s limited environmental protections for endangered Garry Oak and other ecosystems would allow a period of less regulated andmore destructive development.
Review of the bylaw must be balanced and scientifically-based with a strong, transparent issue resolution process, supported by professional environmental and legal advice and citizen input.
Consider establishing an ecological advisory committee broadly representing knowledgeable citizens in Saanich who can advise staff and Council on ecological decisions pertaining to the EDPA and related issues going forward.
The Municipality must increase its efforts to inform and fully engage the public.
Debate as to the future of EDPA must be conducted in a respectful, dispassionate, informed and inclusive manner.
The EDPA bylaw is critical to our community’s efforts to protect our local environment for future generations.
